To qualify as a voter, you must be a freeborn adult male citizen (17 years of age and above) in good standing with the state.
No women, slaves, peregrini (foreigners) or aerarii (that is, citizens condemned by the censors for moral or other misbehaviour--you know who you are!) are allowed to vote.
Roman citizens are called to vote in order to elect the annual magistrates, make laws, declare war or peace, or try citizens on serious charges (until the development of public courts in the late republic).
