Urbicus

statue of man wearing toga
You see a tall, distinguished-looking man wearing the purple-bordered toga praetexta that marks high rank in Rome. He is Quintus Lollius Urbicus, and he holds the important office of Urban Prefect (praefectus urbi), responsible for the daily administration of the city of Rome.

He was born in the province of Numidia in northern Africa and rose to prominence in Rome, holding the office of suffect consul in 136 CE after serving in the Jewish War. He later governed the provinces of Germania Inferior and Britannia, where he extended the borders into lowland Scotland and built the Antonine Wall. Because of his military experience, he tends to administer Rome in a rather autocratic manner.
